chaos is an extremely powerful character. Because of that, here is a permissions post. You may always opt out of him using any of these powers on you, or limiting their use, as you feel comfortable. If you are unsure if your character should be affected, plese contact me.
Now, a quick explanation of chaos' most breaking powers:
chaos is able to know a person's histories, their names, etc., without ever having met them. He merely has to actively search out the histories of those in an area, nearby or even galaxies far apart, to attain this information. This gives him a very deep understanding of each person. He can also at this stage feel their existence, or basically their soul, as well as anything else that contains a soul. It is a form of empathy, as it is possible he may read the occasional strong emotion as well. On top of this, he has the ability to telepathically communicate with others, levitate objects and can sometimes even alter the mind, say implanting a suggestion to make a person believe it was their own idea, when it was not.
He also has one PC-only affecting power, called Supreme Judgment which, when it connects, will limit the regenerative abilities of regenerating characters by 1/2 the speed.
Below, I have provided a permissions post for all these things. I am willing to make exceptions or go on a case-by-case basis if you so desire, or to make these things completely impossible for him to do to your character. :)

Powers
Some of these powers may be capable of affecting players. If he is to use any of them on another player, I will make sure to contact you ahead of time. Please note, I have also included notes for myself of some of the limits placed on these powers.
Protective Wear - Effect of special attacks destroyed by 1/4. (Works on some, not others. For player-based powers, we'll discuss. Mostly works for non-touching abilities, AKA distance attacks.)
Healing - Heal wounds (Current ones only, say within 1 in-game day/night. Amount of healing to be left to player and any mod stipulations). This also applies to himself. He cannot regenerate arms or organs lost in combat.
Ice Wings - Several feathers surround enemy, turning chilly and creating an all-encompassing ice cell around them that then shatters to do damage
Flame Wings - Several feathers surround enemy, and turn hot at touching the enemy, burning them
Lightning Wings - Several feathers surround enemy, then call down a column of lightning
Purifying Storm - Can awaken, cure poison, etc, but only early stages. (Ineffective against anything the Phantasms do, and can also be made ineffective against player techniques which cause these)
Angel Wings - Using chi, does extra damage - close range
Lunar Seal - Using chi, does extra damage - Long range
Angel Blow - Using chi, does extra damage - Radius attack (circular) - Please note this attack could hurt nearby allies
Chain Blast - Disabling blast (Limited affect. For PCs, we'll discuss as always)
Divine Spear - Calls a huge spearhead down to do damage. Only works if an ally nearby is dead. (More or less shall cause something negative to happen)
Defensive - Increases allies defensive capabilities for a short time
Balance- Increases all allies accuracy and evasion for a short time
Rare Steal - Steals an item from the enemy (More likely to cause negative happenings)
Disengage - Teleports all allies out of the area of battle (Bad things happens)
Heat - Causes all enemies to attack him
Group Heal - Can cure 3 at a time, more and he will instantaneously be unconscious
Cataclysm - Several small meteor shards fall on the opponent, followed by one giant meteor. (Likely to cause bad things to happen)
Note: The more chaos uses his powers, the more exhausted he will get. Eventually he may pass out or be unable to use his powers, while being very weakened.

Warning: If he acts like he knows these two things she will at the best be very suspicious of him, at worst be irritated and resentful especially if he acts like he understands her. Depending on how he manages to play it.

Can chaos use Supreme Judgment on your character?: Not permanently - but it's not like she regenerates abnormally anyway. So I guess it has the potential to kill her if she's bleeding badly?

Can chaos contact you telepathically?: This could be hilarious. A different version of Dave canonically winds up blurting out things that someone communicates to him telepathically because he has basically no brain → mouth filter, and Davesprite would probably do the same.
Can chaos levitate you?: Hahaha I don't think he'd need to but... Okay.
Can chaos use Supreme Judgment on your character?: I don't see why he'd need to; Dave heals faster than an average human, but not ridiculously fast.
Can chaos make guesses on your character's history based off your words/actions?: Sure.

To elaborate on my answers... Canonically, Terezi is unable to be mind probed or controlled. I'm saying yes to certain things because chaos' powers seem to be stronger than anyone in her canon. I wanted to keep both her resistance and his strength in mind.

Will chaos be able to pick up on strong emotions from you?: With Claire yes, with Abi she's fairly calm most of the time and has some pretty tight mental shields. However if she's ever unshielded and emotionally 'high' go for it! She'll probably be pleasantly surprised if it happens!

Will chaos be able to pick up on strong emotions from you?: Anger. He hides it, but there is a lot of anger and it is mainly provoked by feelings of misplacement but it has long sense just become unfathomable amounts of wrath.

Can chaos contact you telepathically?: No. He's a human and I don't think he'd much really pick up on that.
Can chaos levitate you?: Yes.

Sure, Estella and Paige have things in their journal. Niall is more... complicated, since he's a thousand year old fairy. He has a vague overview in his journal. If you want to pick on him for a specific purpose, ping me and I can feed you the right sort of history thing.

All of them: yes, although Niall's is a ton older and not human.

Estella and Paige, yes. Niall is sort of a sociopaath so... there aren't many to pick up. Anger if anything, I guess.

First two are humans, so he'd be limiting natural healing rate, Niall has a slow but persistently stubborn healing rate. Basically, in theory yes but check please?

Can chaos levitate you?: Yes (Dean's got a thing about flight so heads up first on him.)

Will chaos be able to feel a soul within you?: Hooyeah. It's a bit tampered with and as much as he's physically human, the soul's got bleed-back and stuff blended into it from a few other realms and other lives as other things; I have an info post up and am open to poking for explanation/details, too.
Will chaos be able to pick up on strong emotions from you?: Yes. It's actually hard to provoke stronger emotions out of him; he's usually in a state of low-level mistrust/guarded apathy.
Can chaos mess with your mind (Rarely will even try): Yes, though there might be struggle; Mukuro's used to dealing in such powers, and ironically got his own from the Path of Heaven/time spent as a Deva - basically a form of divine being.
Can chaos contact you telepathically?: Yes, he can. Mukuro might not be entirely thrilled with having someone in his head, but you can.
Can chaos levitate you?: MUN says yes, Mukuro's likely to not like this.
Can chaos use Supreme Judgment on your character?: He doesn't regenerate. >.>;

However, Spy does not appreciate people knowing about his identity and his past; specifically, bringing up his parents and his old relationship with the BLU Scout Mama is one way to have him hostile towards a character. Spy will also treat chaos with a lot of suspicion, and he'll be the last person to help chaos (he might even just stand there and laugh).

Will chaos be able to pick up on strong emotions from you?: Spy tends to keeps himself very calm and cool most of the time (he has been accused of apathy before); however, there are things that will rattle him, so when they do I'll let you know and chaos can pick that up.

Can chaos contact you telepathically?: Yes.
Can chaos levitate you?: Yes.
Can chaos use Supreme Judgment on your character?: Spy has no powers like that, but if it has any other effect than go ahead.
The moment chaos reveals his powers, Spy will basically want nothing to do with him. Spy does not like people who are more powerful than him around as it

Will chaos be able to feel a soul within you?: Uh... this is kinda tricky. Reploids are shown to be fully sentient and have an afterlife, though it's a digital one as opposed to spiritual. I'm not sure if he has a soul, doesn't have one, or has some kind of data-based equivalent. I'll say that whatever the consensus is among the other robot-character players can apply to Copy too.
Will chaos be able to pick up on strong emotions from you?: His emotions are essentially data; if chaos' powers work on computers as well as organic life, then yes.
Can chaos mess with your mind (Rarely will even try): Same as above -- if his powers can mess with programming as well as squishy brains, then by all means. Don't expect Copy to take it well, though; he's already had his programming messed with once before and it ended badly.
Can chaos contact you telepathically?: Again, if chaos can affect computers, then go for it.
Can chaos levitate you?: Sure!
Can chaos use Supreme Judgment on your character?: Go for it.
